get chance to dry out tonight. here is a look at that cold front. boom. just moves through. over the golden gate bridge, 7:00. you can see the clearing behind it. well enjoy some clearing tonight. rainfall, the last 4 hours, -- 24 hours, clearly this is a north bay storm. over two inches in santa rosa, over one inch petaluma. lesser amounts towards the south bay. i do want to tell you that all of the flood warnings issued for the napa and russian river have been cancelled. our wind advisory and flashflood watches for the bay area have been cancelled as well. but, but more rain in my seven-day forecast. i'll let you know when to expect it. >> ama: we have developing news. two people were rescued on highway 1 near creek road. the highway is underwater. several drivers had to be plucked from rising waters today as the storm caused creeks and rivers to rise quicker than expected. right now the napa river is reaching is highest level in downtown napa. john alston is at veterans memorial park. reporter: napa river is expected to reach its peak level between now and 6:00. however, no fl

went ahead and captured the image of live doppler 7hd. specifically at 7:50 this morning you can clearly see the heaviest part of the storm making its way just over the golden gate bridge indicated by the deep reds and the oranges and the yellows and all of that moisture quickly pushed to the south. here is another shot of it by the way from our satellite-radar composite. live doppler 7hd is not showing any moisture at all out there. yes, it does look like we get a respite tonight and tomorrow, but more rain is in my accu-weather seven-day forecast. we'll get to that a little later. >> leigh, thank you. a huge gaping hole in a roadway is causing major problems for some lafayette residents. abc7 news reporter alan wang is live from the area with what this means for neighbors. alan? >> this has been a nightmare for the 20 some odd in the area. >> when the road collapsed it ?eapped off a water service line, sewage line and badly damaged a watermain. >> the only piece -- inconvenience is going to the bathroom. >> the creek was flowing over mountain view drive and into the neighborhoo

joins us live from outside of the courthouse in san francisco to explain what was at stake. good afternoon, brian. >> reporter: hey, good afternoon, tori. well, what was at stake today was a civil case. but there was no decision made today here inside san francisco federal court. on the case of johannes mehserle and other officers involved in the shooting of oscar grant during a new year's party a few years ago. now, attorneys for anthony p. eroni and johannes mehserle argued they should be offered immunity because they argued the shooting was an accident. they also say it was tragic but there was reasonable actions by the officers to act the way they did. meanwhile, the attorneys for the victims and four others claim it was not an accident, that they were defenseless and should not be granted qualified immunity of the law. here's what both sides had to say. >> what it means is the simple fact that our rights have been violated. those young men are tie to us as a family -- are tied to us as a family. this an opportunity for the world to see that we do have legal civil rights in t

in with paul with a look at how much rain we did get in the storm. >> almost a half foot of rainfall in many lotions. and what a difference today. at 7:00 or 8:00 you may have thought you were caught in a tropical storm. if you waited until 2:00, you had this, crystal clear on the radar and in the skies. high def doppler is completely dry. rainfall totals since wednesday nearly 8 inches of rain for santa rosa. san francisco had more than 4. oakland nearly that. and san jose and the south bay nearly 2.5 inches of rain. to put that in perspective, the average rail is 4.13 inches. we had more than that over the past five days. so a month's worth of rain over the span of five days. wind gusts this morning strong. napa 53 miles per hour and 50 mile-per-hour wind gusts for san francisco at the airport, novato and at travis afb. and heavy rain is done. there is no round four. clear night and areas of fog overnight. there is some rain in the work- week forecast. i'll detail when that will arrive and how much we'll get coming up in a few minutes but right now, the heavy rain, thankfu

need her help. >> chair: in three months there will be an election for my chair, vacated at the end of the year. we are looking at some action items. our next item, action items, proposed amendments. the m d c bylawys. should go over them, one by one, vote for them. does the staff wish to identify the proposed amendments? >> i would be willing to do an introduction one at a time/ there has been discussion, set term limits. the appropriate thing is to bring it to the council for discussion and action. staff has written these proposed changes for the sake of discussion, not anything carved in stone. or not adopted. so, currently, the only thing that says, in the current bylaws for chairs, there shall be two co-chairs the service officers of the council. the council shall elect these officers. officer terms shall be one year. it is not say - the terms may be staggered by not less than three months. the idea was not to have another election for a co-chair right away so we have a job like jul was talking about. the idea was to have term limits, recommendation was too strong a word. co-ch

a look outside at traffic on the bay bridge. water! that's what bay area residents woke up to today... it was the third storm to hit our area this week... and what a punch it packed! we'll be getting to our storm coverage.. but first but first... three firefighers are in serious but stable condition tonight after they were involved in a weather related accident on highway 24 out in orinda this morning. fire crews were responding to a non-injury accident east of wilder road and were on the shoulder of the highway when another car lost control in the rain and struck the side of the fire engine. the car rolled over and hit three firefighters -- also injuring the driver inside the first car. some of the firefighters had to undergo surgery but no one was killed in this incident. three veteran firefighters -- michael rattary, kelly morris and stephen rogness were transported to john muir hospital in walnut creek. two of the firefighters needed surgery. we have team coverage on the damage and mess left behind after the down pour that battered the entire bay area. but first... lets head ove

pointing its way right at northern california. it will be the fourth pulse of heavy wind, rain and snow coming into this area over a five-day period. look at some of the damage out of oakland. a number of homes damaged because of flooding and rains there. roads damaged as well this is widespread, across the bay area, southern parts of oregon, just the infrastructure can't handle this moisture and underwashing some of these roadways. rescues, high water rescues yesterday and over the weekend. you can just imagine when some of these small streams come up and over the roadways, if you're driving through them people get stuck. the crews are brought in to try to get the job done and folks to safety. across napa valley, incredible flooding there. the napa valley seeing some of its worst rainfall in years. look at these numbers. petrolia, california, over 17 inches. bridgeville, 15 inches. that's an incredible amount of rain. to see that much rainfall is truly remarkable. we are seeing more in the way of rainfall across seattle and portland it has stopped for today in the san francisco ar

recovering after flipping their cruiser during a high-speed pursuit at the altamont pass. it happened on 580 eastbound. we'll have a report on this at 7:0. >>> big story. just about a half-hour ago, the u.s. supreme court released today's list of cases it will review in the upcoming term. california's proposition 8 is not on that list. ktvu's brian flores is in san francisco to tell us what that means for same-sex marriage here in california. >> reporter: hi, dave, good morning. it appears for now that opponents of proposition 8 will have to wait until the end of the week for any decision on this from the u.s. supreme court. we were waiting to hear some decision. but it appears the supreme court will at least delay it until about friday, though. the key was whether the prop was gonna be on their cases. now, if that happens, that means the decision won't come until june. this postpones any decision until later this week. come friday morning, we'll be at this to see if the supreme court agrees with the lower court on whether gay marriage is unconstitutional or if they will keep prop 8 a

this matter would benefit from some consideration both at the rent board commission and further discussion amongst various stake holders. this has not been on the agenda of the rent board at all to my knowledge. i go to meetings, i get an agenda, it's never been brought up, it's never been mentioned in new business or old business. we get monthly statistics of reports of various actions of the rent board, notices served, claims made. this issue has never been brought up and if it is an issue it's worthy of a discussion amongst the commission. supervisor olage will recall when she was on the planning commission, the planning commission from time to time would weigh in, would typically weigh in on suggestions of amendments to the planning code and would make recommendations to the board of supervisors on changes to be made. that's the process that's used. if you take the time to read the san francisco rent ordinance, there is a, one of the main functions of the commission is to review proposals and to make recommendations to the board of supervisors for ordinance changes and here'
